Estonia treats these medications differently. Of the 7 we track, 2 come in on paperwork with a supply cap, 2 have no published rule we could find and 3 need only your prescription.

Estonia told the International Narcotics Control Board (11 March 2024) that travellers who are not citizens of a Schengen country may bring narcotic or psychotropic medicine "in the amount prescribed by the doctor. The prescription must be included." The same entry sets a limit of 30 days' supply and does not ask for an Estonian permit or certificate. Schengen citizens need a Schengen certificate from their country of residence instead. Estonia's own regulation is written around that Schengen certificate (regulation on carrying medicines, s 7(6)), which cannot be issued in Australia, so the prescription route rests on Estonia's statement to the Board. Carry the prescription with the medicine. We suggest keeping the medicine in its original packaging and in your hand luggage. Lisdexamfetamine (Vyvanse) is named in List II of Estonia's lists of narcotic and psychotropic substances, as lisdexamfetamine dimesylate (Regulation No 73, Annex 1, page 17), with methylphenidate. Dexamfetamine and amphetamine are in List I.

- Dexedrine (dexamfetamine)Unclear
Dexamfetamine and amphetamine are in Estonia's List I, its strictest list of controlled substances. Methylphenidate and lisdexamfetamine are in List II (Regulation No 73, Annex 1, pages 6, 7 and 17). Estonia's narcotics law says List I medicines are imported on an authorisation from the State Agency of Medicines (s 4(1)). No official text says whether that applies to a traveller's own prescribed supply. So whether you need a permit is not settled. We suggest emailing the State Agency of Medicines before you travel to ask whether you need its import authorisation, and carrying its reply: reisimine@ravimiamet.ee, +372 7374 140. Narcotic (opioids)

- Not required. Intra-Schengen travel needs a Schengen certificate (issued by pharmacies since 01.09.2024, EUR 5, one per medicine). A non-Schengen arrival carries the prescribed amount with the prescription, no separate permit.

Psychotropic (ADHD stimulants, benzodiazepines, sleep)

- 30 days. Up to 30 days' supply, in the amount prescribed by your doctor. The retail pack limits and the State Agency of Medicines permit on the Ravimiamet website apply to over-the-counter medicines, for travellers arriving in Estonia as well as leaving (Medicinal Products Act s 25(1); regulation on carrying medicines s 7(1), (2) and (4)). They do not apply to prescription medicines, which go in the prescribed quantity.

- Not required. No Estonian authorisation. Estonia asks for a valid prescription or a doctor's certificate endorsed by your home health authority, either one rather than both. It does not ask for a certificate from its own health authorities.

If a country asks for a certificate from your own health authority
Australia does not issue export certificates for personal medication. There is no Australian office that endorses a traveller's certificate the way a Schengen country's health authority endorses an Article 75 certificate. The Office of Drug Control licenses commercial exporters, and the TGA regulates products rather than certifying individual travellers, so neither will stamp your paperwork.
What to do instead: ask your prescriber for a signed letter on practice letterhead giving your name and passport number, each medicine by generic and brand name, strength, daily dose, total quantity and the dates it covers, plus the prescriber's registration number and contact details. Have it dated close to departure, and carry the original dispensing labels.
Then contact the destination's authority in writing before you book, say plainly that Australia does not issue the certificate they ask for, and ask what they will accept in its place. Keep the reply. A written answer from the authority is the strongest document you can carry, and it is the only thing that closes this gap.
