Kiribati treats these medications differently. Of the 7 we track, 4 have no published rule we could find and 3 need only your prescription.

Serious penalties: Importing or possessing a Schedule 2 dangerous drug (e.g. fentanyl, morphine, oxycodone, methadone, pethidine) without a Secretary-issued import/export authorisation, or without being able to prove a lawful prescription, risks prosecution under the Dangerous Drugs Ordinance [Cap 23] independently of and in addition to Medicines Act 2018 registration/licensing requirements.
