Lisdexamfetamine (Vyvanse) is not named in Kosovo's law (Government Decision 15/11 of 2026, Tables I to IV, pages 3 to 26), so no rule for it is published. The clause on related substances in Law 02/L-128 (article 9.7) may also reach it. Ask the authority listed here before you travel.
Ritalin, Concerta (methylphenidate)Unclear
Methylphenidate is a Table III controlled medicine under Government Decision 15/11 of 20 April 2026 (row 32, page 21). Kosovo's narcotics law (Law 02/L-128, articles 19.1 and 19.2, page 11) bans import without a licence that is issued only to licensed manufacturing or wholesale companies, so there is no permit route for individuals. Its personal exemption (article 14.3) covers only people treated for addiction, illness with severe pain or terminal cancer, so it does not clearly cover ADHD treatment. People it covers must declare the medicine's name and quantity to customs with their medical documentation (article 14.6, page 9). Kosovo's medicines law (Law 04/L-190, article 12.9, page 12) lets travellers carry reasonable quantities of medicine for personal use with a medical report or a doctor's prescription. Neither law says which applies. If you travel with methylphenidate, carry a medical report or your doctor's prescription: that is the evidence article 12.9 names for travellers' medicines. It does not settle whether you may bring methylphenidate in. Ask AKPPM in writing before you travel.
Dexedrine (dexamfetamine)Banned
Banned. Amphetamine and dexamfetamine are in Table I of Kosovo's drug tables, set by Government Decision 15/11 of 20 April 2026 (rows 43 and 62, pages 12 to 13): substances with no medical use whose handling is prohibited in Kosovo. Article 3.1 of Law 02/L-128 on narcotic drugs bans all activity with Table I substances except scientific research, education and police use, so there is no route for bringing it as medicine.
Strattera (atomoxetine)Prescription
Atomoxetine, guanfacine and viloxazine are not internationally controlled; carry them with a prescription in original packaging as reasonable personal-use quantities. No Kosovo-specific restriction found.

Banned. Mixed amphetamine salts are a preparation of amphetamine, which is in Table I of Kosovo's drug tables, set by Government Decision 15/11 of 20 April 2026 (row 43, page 12): substances with no medical use whose handling is prohibited in Kosovo. Law 02/L-128 on narcotic drugs applies a substance's rules to its preparations (article 11.1), and article 3.1 bans all activity with Table I substances except scientific research, education and police use, so there is no route for bringing it as medicine.

Narcotic (opioids)

Unclear

Quantity: No traveller personal-use quantity limit published by AKPPM or Kosovo Customs.
Permit: Not published. Kosovo Customs states that importing or exporting Table II and III narcotic and psychotropic medicines is prohibited to natural and legal persons who do not hold an import-export licence issued by the Ministry of Health through AKPPM. The wording reaches natural persons, so this is not purely a trade rule, but no traveller process, quantity threshold or personal-use exemption is published, and it is unconfirmed whether an individual could obtain that licence at all. Ask AKPPM before you travel.

Psychotropic (ADHD stimulants, benzodiazepines, sleep)

Quantity: Kosovo's narcotics law (Law 02/L-128, article 14.4, page 9) allows 7 days of a Table II medicine and 15 days of a Table III medicine such as methylphenidate, but only for people treated for addiction, illness with severe pain or terminal cancer (article 14.3), not ADHD. Amphetamine and dexamfetamine are Table I, so no quantity is allowed.
Permit: Not published. The import licence in article 19.2 of Law 02/L-128 is issued only to licensed manufacturing or wholesale companies, so there is no permit route for individuals. Ask AKPPM in writing before you travel.

Connecting through Kosovo

Kosovo's narcotics law (Law 02/L-128, article 22, pages 12 to 13) bans transit of Table II and III substances, which include methylphenidate, unless they carry an export authorisation from the exporting country, an import authorisation from the importing country and a transit authorisation from the Kosovo medicines agency. Air transit is exempt only if the aircraft does not land in Kosovo (article 23). These articles are written for consignments. Amphetamine, dexamfetamine and mixed amphetamine salts are Table I and banned, so there is no transit route for them.
