Quantity

No Liberian authority publishes a traveller quantity or days-supply figure for opioids. The LMHRA Act 2010, the 2022 LMHRA regulation and the 2023 Controlled Drugs and Substances Act all address licensing, not personal-use amounts.

Permit

Required. Three separate official instruments state that import, export or possession of a Schedule I-IV drug or substance without a licence from the Minister or the Authority is unlawful (LMHRA Act 2010 Part VI; 2022 LMHRA Regulation Ch. II S.3; Controlled Drugs and Substances Act 2023 SS14.83/14.84/14.89), with no exemption stated for a traveller carrying their own prescribed medicine. The only application process actually published (2022 Regulation, Annex 1) is restricted by its own terms to 'a person or institution with an import license' -- an existing commercial importer -- not a traveller. No process by which an individual could obtain the Minister's separate licence under the 2023 Act is published anywhere found, including on LMHRA's own site, which is currently down (returns 'Account Suspended'). Quantity

Permit

Required. Methylphenidate, amphetamine (the active ingredient in mixed amphetamine salts/Adderall) and dexamfetamine all sit on Schedule II of the Controlled Drugs and Substances Act 2023's substances list. Liberia's LMHRA Act 2010 (Part V, s 2(1)) says any imported medicine must be registered and the importer must hold a licence or permit from the Liberia Medicines and Health Products Regulatory Authority. No personal-use or traveller route is published, so the position for atomoxetine, guanfacine and viloxazine is unclear. Contact the LMHRA before you travel.

Narcotic (opioids)

Leaving is covered by the same licence requirement as entering, and so is transit: the LMHRA Act 2010 Part VI S1 states that no person or organization shall 'import, export, transit into or out of the Republic of Liberia ... any narcotic drug or psychotropic substance' without a special licence issued by the Authority (EV-2, quoted verbatim). Nothing published distinguishes the outbound leg from the inbound one, and no traveller route to that licence is published for either direction. Recorded because directions is 'both' and the export finding is evidenced; no separate outbound status, quantity or permit value is claimed, because none is published.

Psychotropic (ADHD stimulants, benzodiazepines, sleep)

The same licence requirement covers export and transit as covers import: LMHRA Act 2010 Part VI S1 names 'import, export, transit into or out of the Republic of Liberia' in one clause, and nothing published distinguishes the outbound leg. No traveller route to the licence is published in either direction.
