Serious penalties: Mozambique's national drug law (Lei n.º 3/97 de 13 de Março, Boletim da República n.º 11, Série I) criminalises trafficking and unlawful possession of estupefacientes e substâncias psicotrópicas; no traveller carve-out is published, and the law's penalty text could not be read today (only a non-extractable scanned mirror and a paywalled citation were found) — the prior dataset's 'Lei nº 17/2009, 5-15 years' citation could not be verified and appears to be incorrect.
