Turkmenistan's 2017 drug law requires a permit and an international certificate for every import of a narcotic or psychotropic substance, and only a licensed enterprise or institution can apply for them (article 25). The law lets individuals carry these medicines only if they were dispensed in Turkmenistan (articles 21 and 28), and it makes no provision for a visitor bringing in their own. Medicines brought in outside these rules are seized or confiscated (article 25). Turkmen customs also lists narcotics and psychotropic substances as prohibited imports. Its page for individuals says prescription medicines may be brought in with a copy of the prescription, but that sentence does not mention controlled medicines. We suggest not planning to enter Turkmenistan with this medicine unless the Turkmen embassy handling your visa confirms in writing that you may.

Permit: Not required. Ordinary prescription medicines may be carried with a copy of the prescription, but narcotics/psychotropics are class-listed as prohibited imports, so a prescribed opioid must be declared and may still be refused. Treat prior authorization as effectively required.
