The rules for Concerta (methylphenidate (extended release))

Article 10 of the Law on Drugs and Medical Products No. 07/NA makes drugs for individual use when travelling a lawful category of possession in Laos, with no application attached to it. Methylphenidate itself is not named in any Lao source found. It does not appear on the Ministry of Health list of psychotropic substances approved for import, sale, production and use dated 2005, which names twelve substances, all of them benzodiazepines, a barbiturate, meprobamate or pentazocine; it is not on the prohibited import list; and it is not in the criminal possession thresholds. The 2014 INCB table Laos filed sets out documents for psychotropic substances as a class, being a prescription, a doctor's certificate endorsed by the traveller's home health authority, a certificate from Lao health authorities and the original prescription at customs, but no source confirms this covers methylphenidate, and no traveller application form for a Lao certificate was found. The absence of any mention is an open question, not a clearance. The Food and Drug Department of the Ministry of Health in Vientiane is the authority to ask, on +856 21 214013.
