Italy treats these medications differently. Of the 7 we track, 4 need approval before you arrive and 3 need only your prescription.
Serious penalties: A traveller arriving in Italy with more than a single package of a narcotic or psychotropic medicine, and without either a certification or a medical prescription prepared by the competent health authority of their country of departure, has no title to possess it in Italian territory when customs or police ask — and Italy's own decree and its Ministry's English guidance point at different documents for that leg, so a traveller should get the answer in writing from the Ufficio centrale stupefacenti before travelling rather than assume the Annex 1 template is theirs to use.

The same Decree governs ADHD stimulants as opioids in Italy — no separate psychotropic-specific track exists in the sources found, and Art. 3(1) is worded for both classes. The same 30-day figure, the same certification-or-prescription alternative from the country of departure, and the same single-package disapplication apply. Annex 2 lists no stimulant, so the codeine-style exclusion has no counterpart here.

- Strattera (atomoxetine)Prescription
Atomoxetine (Strattera), guanfacine ER (Intuniv) and viloxazine (Qelbree) are not internationally scheduled under the 1971 Convention, so they fall outside the INCB controlled-substance travel rules. Carry them with a normal prescription in original packaging; no import permit is required unless a specific national exception applies.

Narcotic (opioids)

- 30 days. 30-day maximum validity of the Annex 1 certificate; INCB table states 'Narcotic drugs: 30 days' directly. The decree's preamble adds that thirty days is what the international guidelines consider adequate 'fermo restando il possibile prolungamento di tale periodo di tempo, laddove ritenuto necessario dal medico' — the period may be extended where the doctor considers it necessary. No maximum is stated for an extended period, and no source says how a longer prescription is treated at the border.

What Art. 3(1) requires of an arriving traveller is 'certificazione o prescrizione medica' — a certification OR a medical prescription, not both — carrying the patient's particulars, the medicine's trade name, the name and total quantity of the active substance and the number of dosage units, prepared by the competent health authority of the country of departure. The decree does not apply at all where the traveller carries a single package of each preparation, or a preparation listed in Annex 2. - 30 days. Identical structure to narcotic; INCB table states 'Psychotropic substances: 30 days' on the same line, and the decree's preamble carries the same possible-extension qualification.

Same as the narcotic class: Art. 3(1) requires 'certificazione o prescrizione medica' — a certification OR a medical prescription — prepared by the competent health authority of the country of departure, and the decree does not apply where the traveller carries a single package of each preparation. No ADHD stimulant appears in Annex 2, so the Annex 2 disapplication does not reach this class. formRef is unset for the same unresolved reason as the narcotic class (G8).

Not internationally controlled

Leaving Italy
Italy publishes a different rule for taking these medicines out than for bringing them in. Only the differences are below. Anything not listed here is the same as the rule above.
Narcotic (opioids)

Art. 1(1) approves the Annex 1 certificate to justify possession of Table II narcotic or psychotropic medicines 'da parte di cittadini in corso di trattamento terapeutico che hanno necessità di recarsi all'estero', shown at any customs checks, and Art. 1(2) extends it to residual medicines held by Italy-resident citizens re-entering the country; Art. 2 has it completed by an Italian NHS GP, freely-chosen paediatrician or salaried SSN doctor. The Ministry's English page adds 'other documents eventually required by the foreign country' of destination. The single-package/Annex 2 disapplication applies here too. This leg is scoped to Italy-resident travellers; nothing published states what a non-resident visitor does on departure, which is recorded as a gap rather than mirrored from the inbound leg.
Psychotropic (ADHD stimulants, benzodiazepines, sleep)

Same route as narcotic outbound, and the same Italy-resident scope: Art. 1(1) approves Annex 1 for citizens who need to travel abroad and Art. 2 has an Italian NHS doctor complete it. What a non-resident visitor does on departure is not published.
